Qualifications –
Jerome P. Sutton EXPERIENCE Retired after nearly thirty-three year as an employee of the federal government in various technical, managerial and executive positions. Nine of these years as a member of the federal senior executive corps.
· 04/99 to present: Engaged in the practice of mediation and arbitration while supporting numerous community and volunteer organizations. · 06/98 to retirement (04/99): Director of acquisition reform at headquarters Air Force Material Command, Wright-Patterson Air Force Base, OH. Responsible for instituting changes within business practices across the command resulting in efficiencies within the $ 37 billion operation. · 07/92 to 06/98: Executive Director of Aeronautical Systems Center, Wright-Patterson AFB, OH · Senior civilian executive with 'Chief Operation Officer' responsibilities over a 14,000 person organization including four major divisions: · The Air Base Wing providing host security and services for 100 tenant organizations and the 18,000 military and civilian individuals employed on the 820 acres of Wright-Patterson. · A 300 bed Medical Center which extended primary medical service to military members of all services within a seven state region. · Wright Laboratory [merged into Air Force Research Laboratory as a separate entity in October 1996] the Air Force's largest laboratory with an annual research budget of $ 1 billion. · The AF major system acquisition operation with over a $ 11 billion annual budget and responsibility for developing and acquiring the aircraft the Air Force flies; this includes: B-2, C-17, F-15, F-16, F-22. · During tenure as a member of the senior staff, served on a number of State and local boards: · Ohio Science and Technology Council (co-chair 1996-97) · Miami Valley Research Park · Edison Material Technology Center · National Center of Industrial Competitiveness · Wright Technology Network · Dayton Area Gradute Study Institute (DAGSI) · 11/89 to 07/92: Senior executive at Eglin Air Force Base, FL. · Deputy program director for the Advanced Medium Range Air-to-Air Missile program during its critical development, test and initial production phases. This air-to-air missile is now used by the Air Force, Navy and our allies. · Director of the range and target systems program office. · 05/83 to 11/89: Senior manager at major Wright-Patterson weapon system program offices. · Deputy director of the reconnaissance and electronic warfare program office. · Senior civilian and assistant program manager within the B-1B program office during the final development, test and production phases of this $ 20.5 billion program. Advanced project manager within the B-1B program office during initial development. · 05/82 to 05/83: Attended Massachusetts Institute of Technology's Joint Program in the Management of Technology. · 06/79 to 05/82: Project manager and analyst involved in advanced planning of major development and acquisition programs. · 06/79 to 10/70: Project engineer within Air Force Flight Dynamics Laboratory managing assorted advanced aeronautical technology programs. · 10/66 to 10/70: Junior Air Force officer within the engineering staff of Wright-Patterson supporting numerous development & acquisition programs.
